RPS's Sensors Package

Sensors is the default package into which sensor subpackages are
expected to be placed.  Currently, there are four sensors:

GetLoadAvg    - Get Unix and Mach load averages
GetFlowBW     - Get bandwidth on a path through the network using CMU Remos
Proc          - Access all of /proc on Linux
WatchTowerRPS - Access all Windows performance counters
